Concepts in Concrete has the solution of pourng a self leveling concrete if your concrete is so distressed that it could never be polished, finished or even in a condition to be covered by a floor covering. There are numerous reasons to put a self leveling concrete on top of your concrete but the most common is to finish that surface in a polished or stained/dyed wear surface. Sometimes however self leveling concrete is poured because  the floor is too wavy and a tile or sheet good wouldn't look right.
